Determines proposal concept by identifying and clarifying opportunities and needs; studying requests for proposal (RFPs); attending strategy meetings.

Meets proposal deadline by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings; transmitting proposals.

Gathers proposal information by identifying sources of information; coordinating submissions and collections; identifying and communicating risks associated with proposals.

Develops proposal by assembling information including project nature, objectives/outcomes/deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation; writing, revising, and editing drafts including executive summaries, conclusions, and organization credentials.

Prepares presentation by evaluating text, graphics, and binding; coordinating printing.

Program Manager Responsibilities:
To act as the overall lead, manager and administrator for large, cross-competency teams of support contractor personnel. These personnel support multiple Integrated Product Teams working on major acquisition programs at multiple locations.

Acts as the overall lead, manager and administrator for the contracted effort of programs.

Directs efforts of cross-competency contractor personnel in multiple teams at multiple locations

Serves as the primary interface and point of contact with Government program authorities and representatives on program/project issues

Regularly briefs senior leadership on program status and milestone

Supervises contractor personnel program/project operations by developing procedures, planning and directing execution of the technical, programming, maintenance and administrative support effort, and monitoring and reporting progress

Manages acquisition and employment of support resources and controls financial and administrative aspects of the support with respect to contract requirements.
Required Education
-
MS or MA degree in a Business, related field.

ALLOWABLE SUBSTITUTION: A BS or BA degree in a Business related field and an additional four (4) years of experience can be substituted for an MS or MA degree.
Required Experience

At least twelve (12) years of professional experience in Defense acquisition; five of which must be in the last five years
